     - 1) Frequent services specified in minutes past the hour are now handled correctly in 2.1, and in 2.2a no longer generate diagnostic messages.
     2) The first and last points of a route track can now be ~200m away from the parent route link stops without generating diagnostic messages.

          -  Add CheshireEast  CheshireWestAndCheshire to Circulated Authorities.

          - Note that package and TXC schema version numbers have not been incremented
     - Improve launch race condition issue.
